The Leninsky district of Ulyanovsk was formed by the Decree of the Supreme Council Presidium of RSFSR from February 25, 1942.In the years from1958 to 1962 the city administrative division has been abolished.
On May 23, 1962 the Leninsky district was formed by the Decree of the Supreme Council Presidium of RSFSR again as an administrative unit. Its territory is 37,1 sq. km
The number of resident population as for January 1, 2005 is 117,8 thousand people, among them there are 112,2 thousand townspeople,5,6 thousand rural people,18,1 thousand children.
Geography:
The area includes the central and the northern parts of the city, seven rural settlements (the Kamenka settlement, the Podgorodnaja Kamenka settlement, the Karlinsky settlement, the Laishevka settlement, the Novoseldinsky settlement, the Protopopovka village, the 187 km. crossing loop) which nowadays are the part of the district residential suburb.

The Zavolzhsky district
The Zavolzhsky district is located in the Left-bank part of Ulyanovsk, it occupies the space of 99,8 sq. km.,the extent on the Kuibyshev water basin coastal line is 22 km. The district borders with Cherdaklinsky area. It consists of three microdistricts: the Nizhny Terrace, the Verchny Terrace, Aviastroitely microdistrict (the Novyi Gorod)

The Jeleznodorozhny district
The Jeleznodorozhny district of Ulyanovsk is formed by the Decree of the Supreme Council Presidium of RSFSR from April 6,1954 (it was allocated from the Stalinsky nowadays called Zasvijazhsky district).
Management and control over economic, social, cultural, trading life of the district and over construction works was carried out by the Jeleznodorozhny district executive committee of the Workers’ Deputies Council. On the basis of the Decree of the Supreme Council Presidium of RSFSR from November 22, 1958 the district liquidation took place.
Geography:
On a card of Ulyanovsk it is easy to notice the most southern city district – Jeleznodorozhny. From the east and from the west its borders are designated by the Volzhsky water basin and the Svijaga river. And it extends from Minaeva street and the Volga bridge to the Plodovy settlement. The district’s total area is 74 square meters, the population – 88, 5 thousand people.

The Zasvijazhsky district
After the creation of one of the first in Ulyanovsk region collective farm areas "Native land of Ilyich" on April 1,1929 in Konno-Podgorodnaya large village, in a shelter building there has been placed a machinery-tractor station (MTS) and a machinery-tractor workshop (МТW) where the residents of Konnaya (it became the name of the large village) got a job. The machine-building epoch in the history of the district has begun.
Geography:
The Zasvijazhsky district of Ulyanovsk was formed as an administrative unit by the Decree of the Supreme Council Presidium of RSFSR from May 23, 1962. In administrative territorial submission of Zasvijazhsky area there are these settlements: the Barataevka village, the Krotovka village, the Arsky village, the Lesnaja Dolina settlement, the Pogreby village, the Otrada village. A total area of the district is 6,2 sq. km.
